Interconnection and Interoperability Fundamental Technical Plan

This plan establishes the terms and conditions to regulate and promote the efficient interconnections and interoperability of Public Telecommunications Networks for the benefit of users, as users will have access to higher quality services and more diversity at lower prices.

The purpose of the document is to regulate the rendering and access of interconnection services between licensees, promote fair competition, and ensure the interconnections and interoperability of Public Telecommunication Networks under the conditions and terms set forth by Law in these matters.

Furthermore, the document tries to guarantee that licensees allow the interconnection to Public Telecommunication Networks under non-discriminatory conditions, in search of the efficiency that comes from technical evolution, regardless of the type of technology and services provided through such infrastructure.

One of the most important aspects of the FTPII is the fact the licensees must allow unrestricted access to its users so they may utilize any contents, service or application offered by any duly authorized service provider free of additional charges for use under the agreed capacity, as well as to connect any device that has been duly standardized.
