I. Issue administrative provisions, to draft and manage fundamental technical plans, and to issue Mexican official norms in telecommunication matters.

II. Undertake studies and research in telecommunications; create adequacy, modifying and updating drafts of the relevant legal and regulatory provisions.

III. Promote the development of activities directed to forming human resources in telecommunications and in the sector’s technological development in coordination with the proper agencies and entities, as well as with academic institutions and individuals.

IV. Issue opinions regarding applications to grant, modify, extend or transfer or revoke concessions and permits in telecommunications.

V. Submit, for the Ministry’s approval, the program on the radioelectric spectrum frequency bands for specific uses, with their corresponding modalities of use and geographical coverage, which will become the subject in public tenders; coordinate the corresponding bidding processes.

VI. Coordinate the bidding processes to occupy and exploit geostationary orbiting positions and satellite orbits assigned to the country, with their corresponding frequency bands and signal broadcasting and receiving rights.

VII. Establish procedures with which to standardize equipment properly. Grant the corresponding certification or authorize third parties to issue such certification, and recognize experts and verification units in telecommunication matters.

VIII. Manage the radioelectric spectrum and promote its efficient use. Create and update the National Charter of Frequency Assignments.

IX. Keep records of the telecommunications described in Chapter VI of the Federal Telecommunications Act.

X. Promote and look after the efficient interconnections between telecommunication equipment and public networks, including those with foreign networks. Determine conditions in interconnection matters that were unable to be agreed upon between public telecommunication network licensees.

XI. Record telecommunication service rates, and establish specific obligations on rates, and the quality of service and information, taking into account social criteria and international standards for public telecommunication network licensees holding material power in the appropriate market, pursuant to the Federal Economic Competence Act.

XII. Receive payment for rights, products and utilizations stemming from telecommunication matters, pursuant to the applicable legal provisions.

XIII. Oversee the due observance of the information provided in concession deeds and permits granted in this subject, and use the powers of supervision and checking to make sure that the rendering of telecommunication services is made in keeping with the applicable legal, regulatory and administrative provisions.

XIV. Take part in international affairs in its sphere of competence.

XV. Suggest, to the Ministry of Communications and Transportation, proper sanctions due to violation of the applicable legal, regulatory and administrative provisions.

XVI. Exclusively-wise, any and all powers in radio and television matters conferred upon the Ministry of Communications and Transportation by the Federal Radio and Television Act, international treaties and agreements, other applicable laws, regulations and administrative provisions, and.

XVII. Other powers it receives from additional applicable laws, regulations and provisions.
